Problem with using elmer

Hello,
I try simulate capacitance of interdigital capacitor on PCB. I have done creating mesh, setup simulation and run solver. Now I have problem with interpret results. I create 2 material - copper and fr4. Fr4 have relative permittivity around 4, but this value doesn't impact on result!
Same when I change constant vacuum permittivity from 1 to 8.854e-12 - results of solver is same!
I add in attachment all files od project. Can someone please tell me what I am doing wrong?
