boundary conditions at points

Is it possible, using ElmerGUI, to assign boundary conditions (forces or displacements) to individual points? For example, can you model a part that is constrained to rotate about a fixed axis (constraining the intersection of the axis with the boundary of the part at two points)? I have unsuccessfully tried a number of approaches. I am interested in modelling transient elastic stresses. Thanks for any suggestions.
