Has Elmer code has options to simulate Lagrangian frame for movement of solid particles in a liquid domain?

Yes, there is a particle tracker within Elmer distribution. Passive particles are of course easy, additionally there exists some features for particle-particle interaction and particle-fluid interaction. In these respect I don't know how sufficient these would be in your application area. There is documentation in Models Manual but real examples are still missing. You can find some animations in youtube when you search with keyword "elmerfem".
