Computing E field in Vacuum Capacitor

I think this is likely a beginner error (just started using Elmer). I am making a simple model of two parallel plates with a vacuum (also as a rectangle) between them, except one of the plates has a hole in it. I want to compute the electric field and consequently the surface charge on the inner surfaces of the two plates.
The plates are biased at 0 and -10000 V, respectively.
However, when viewing the results in Paraview, the electric field is zero across the vacuum, whereas it should be a rather large value.

The only boundary conditions I have defined are the potentials on the plates.

What am I missing? Is there a boundary condition required between the plates and the vacuum?

The vacuum or air should completely surround the plates so as to have an infinity BC on the outer surface. I prefer a sphere because the outer surface better matches the BC.
