Boundary Layer Meshing

Is there a way to generate a boundary (prismatic) mesh using nglib (or Gmsh for that)? There appears to be an option to do so (bgmesh?) but I cannot find any documentation on how to use it.
On a similar note, how is this done in Gmsh?
