ElmerFEA - Compile Windows 64 bit

In order to compile ElmerFEA on windows, shall I use MinGW-w64 for the purpose? Since Cmake is supported, can i use Visual Studio (with intel fortran addin) for compile?
For the dependancy libs such as Lapack, is there any read-to-use files or i have to compile it manually?
