The electric field between the two wires

Dear friends!
I am trying to model in Elmer the following problem:
I need to calculate the electric field between the two wires using the Helmholtz equation.
But after reading the manual, I still do not understand how to enter all conditions. Elmer refuses to make payment
Maybe somebody help me?
