Guys,
I've created manually the missing directories and reran the installation.
mkdir /usr/local/opt/sip
mkdir /usr/local/opt/pyqt
brew reinstall elmer --with-elmergui --HEAD
Now I can run the GUI... I may not be out of the woods yet.
